Parent Educator- Family Support with Special Needs Program

Location: Tucson, AZ

Title:    Parent Educator- Family Support– Children with Special Needs Program

Educational Requirement:    Bachelor’s or Master’s degree in an area related to early childhood education, early childhood special education, child and family studies, social work, or a related field.

Experience:    At least two years working in the field of early childhood development; two years’ experience as an educator


Parent Educators will provide a comprehensive home visitation program implementing the Parents as Teachers evidence-based model for families with children with or at risk of disabilities. This strengths-based program uses parent coaching to provide developmental screening, Family Service Plan development, home visitation, Family Connections group sessions, and connections to community resources and services.


Provide a Comprehensive Parent as Teachers Program -

  • Accept referrals, contact family to schedule a home visit.
  • Meet with the family at a time convenient to explain the program components.
  • Implement evidence-based Parents as Teachers model with fidelity to the national standards in regards to enrollment; documentation; frequency of visits; screening and assessments; and transition planning for families.
  • Collect child health and developmental information; determine other screenings which may be required.
  • Conduct with family participation developmental, hearing, and vision screenings.
  • Assess family strengths and resources, including informal support systems.
  • Convene a Family Service Plan meeting to develop functional child and family goals and outcomes.
  • Facilitate referrals to community resources/services.
  • Provide parents/caregivers with the tools and knowledge they need to access additional services and navigate service systems.
  • Support families in successfully advocating for their child’s needs.
  • Provide parent coaching within natural environments to increase family capacity to support their child’s development.
  • Plan and provide Family Connections Group meetings available to families at least once a month.
  • Support family to develop a child portfolio, the All About Me Book.
  • Collaborate with community agencies/service providers to promote timely and seamless services to children and families.
  • Complete all program documentation requirements and maintain confidential, individual child files.
  • Maintain and effective and professional working relationship with families and referral sources.
  • Support families through transitions to other services as necessary.
  • Assess and support access to emergency needs of families for food, diapers, clothing, and transportation.
  • Ensure fidelity to First Things First Standards of Practice, as well as National PAT model implementation standards.

Function as an enthusiastic, competent, contributing member of EBF staff-

  • Complete initial Parents as Teachers Foundational 1 Model Implementation Training (5 days), Foundational 2 (2 days) and Interactions Across Abilities (2 days) requirements and maintain knowledge of best practices and current research; complete 20 hours of professional development annually.
  • Use Reflective Supervision effectively, accept feedback and share experiences working with families.
  • Attend and participate in all required staff meetings.
  • Participate in PAT Self-Assessment and Program Evaluation processes; FTF monitoring activities and contribute to the development and implementation of improvement plans.

Comply with State, Federal and Other Relevant Regulations/Requirements-

  • Report suspected neglect/abuse to the Department of Child Safety (DCS) and supervisor, complete required documentation.
  • Comply with privacy laws and requirement under HIPAA regulations
  • Follow all safety procedures required by EBF.


Knowledge of:

  • Child development – typical and delayed development;
  • Early intervention and early childhood special education programs and services;
  • Availability of community resources and how to access them;
  • Child assessment and ongoing progress monitoring;
  • Family protective factors;
  • Reflective practice and supervision principles;
  • Facilitation skills for group learning;
  • Understanding adult learning styles;
  • The principles of Family Support Practice, the Protective Factors Framework, and the Two-Generational Approach;
  • Arizona’s Infant and Toddler Developmental Guidelines; and
  • Arizona’s Mandatory Reporting requirements.

Ability to:

  • Use independent judgment.
  • Communicate effectively, verbally, and in writing.
  • Work as a member of a team.
  • Work a flexible schedule including evenings/weekends.
  • Travel out of town/state for PAT required training.


Bachelor’s or Master’s degree in an area related to early childhood education, early childhood special education, child and family studies, social work, or a related field. Successful completion of the National Center for Parents as Teachers Training. Experience in home visitation with children birth through age 5 and their families; preference given to those with proficient bilingual abilities.


  • Must submit a valid Fingerprint Clearance Card on hire OR pass a Criminal History Background Check prior to beginning employment and submit an active Fingerprint Clearance Card after hire.
  • Maintain a current valid driver’s license, proof of insurance, and a driving record that meets ESBF requirements
  • Reliable vehicle.
  • Certification in Adult/Child/Infant CPR.
  • Ability to lift up to 50 pounds, bend, squat, sit on floor, play with young children.
